This is a Federal Advisory Committee that advises, consults with, and makes recommendations to the Secretary of HHS regarding the ethics of research involving human fetal tissue proposed in competitive NIH grant and cooperative agreement applications. Recommendations will address whether the Secretary should withhold funds or not withhold funds from a proposed project because of ethical considerations. The first full day meeting was held July 31, 2020.

The first hour of the meeting was open to the public. The open session agenda included a welcome and charge to the Board, introduction of Board members, a review of confidentiality and conflict of interest procedures, a review of the meeting procedures, and a public comment period. The remainder of the 6 hour meeting was closed to the public.
